Letter to U.S. Senator Phil Gramm (TX), the Senator most responsible for getting the manufactured housing legislation passed.

Senator Gramm, by allowing others (AARP) to pretend to speak for all manufactured homeowners, held secret meetings with only those who supported this legislation, for the purpose of creating the appearance that the legislation was unopposed. This combined with other underhanded tactics, affectively silenced the voices of the majority.
